Keystone continued:  Isn't that the breaking of international commitments which he RAILED against Trump for doing?  Canada will be suing us over this.  Money was invested but key ALLIES cannot count on our word because a new leader comes in and breaks international agreements with no act of Congress, revokes permits that were already lawfully issued - with just an order and a signature.

President Biden has revoked a Trump-era executive order that sought to keep foreign countries and companies out of America’s bulk power systems – principally entities associated with the Chinese Communist Party – as part of his “Executive Order on Protecting Public Health and the Environment and Restoring Science to Tackle the Climate Crisis.”

The executive order, which executes key tenets of President Biden’s climate change agenda, was released on the former Veep’s first day in office.

Section 7 of the massive order, which includes the revocation of the permit for the Keystone XL Pipeline, also revokes several climate and energy-focused executive orders penned by the Trump administration.

Subpoint C notes that “Executive Order 13920 of May 1, 2020 (Securing the United States Bulk-Power System), is hereby suspended for 90 days.”

The Trump-era order sought to ban, replace, and set new criteria on bulk-power system (BPS) electric equipment coming from a foreign country or national that poses a national security threat.

“Foreign adversaries are increasingly creating and exploiting vulnerabilities in the United States bulk-power system, which provides the electricity that supports our national defense, vital emergency services, critical infrastructure, economy, and way of life. The bulk-power system is a target of those seeking to commit malicious acts against the United States and its people, including malicious cyber activities, because a successful attack on our bulk-power system would present significant risks to our economy, human health and safety, and would render the United States less capable of acting in defense of itself and its allies,” the introduction to the executive order read.

The move “prohibited any acquisition, importation, transfer, or installation of BPS electric equipment by any person or with respect to any property to which a foreign country or a national thereof has any interest, that poses an undue risk to the BPS, the security or resiliency of U.S. critical infrastructure or the U.S. economy, or U.S. national security or the security and safety of U.S. persons.”
The DOE was also tasked with identifying existing BPS electric equipment that violated the aforementioned prescription and “develop recommendations to identify, isolate, monitor, or replace this equipment as appropriate.”

Released on May 1st, 2020, the powers provided in the executive order were utilized by the DOE in early December concerning the Chinese Communist Party.

As of January 16, 2021, then-Secretary of Energy Dan Brouillette issued a “prohibition order designed to reduce the risks that entities associated with the People’s Republic of China pose to the Nation’s BPS.”

“The order prohibits utilities that supply critical defense facilities (CDF) from procuring from the People’s Republic of China, specific BPS electric equipment that poses an undue risk to the BPS, the security or resilience of critical infrastructure, the economy, national security, or safety and security of Americans,” a press release adds.

Now, according to Biden’s executive order, the fate of the executive order and America’s BPS rests in the hands of Biden’s Secretary of Energy and Director of the Office of Management and Budget (OMB):

“The Secretary of Energy and the Director of OMB shall jointly consider whether to recommend that a replacement order be issued.”
The National Pulse exposed Biden’s OMB Head as formerly serving as the president of the Center for American Progress (CAP), an establishment think tank that has taken trips to China and co-authored reports alongside a Chinese Communist Party-backed influence operation.

What’s more, Biden’s son Hunter was previously involved in several business relationships with CEFC China Energy Chairman Ye Jianming.

“After his father left office in 2017, Hunter Biden worked on securing a deal with CEFC China Energy to invest in US energy projects, according to documents released by Republicans,” CNN noted.

Similarly, an investment firm headed by Hunter Biden funneled millions into China General Nuclear Power Corp, a state-owned power company guilty of stealing American nuclear technology for use by the Chinese Communist Party for decades.

Donald Trump went easy on Russia and Vladimir Putin rhetorically while supporting tougher policies than his predecessor. Now President Biden is taking the opposite approach. At least that’s the early message from the Administration’s first decision on arms control and its response to Russia’s growing domestic protests.

On Sunday Secretary of State Antony Blinken said he is “deeply disturbed by the violent crackdown” on Russian protesters and the arrests of thousands demanding the release of jailed opposition leader Alexei Navalny. Mr. Blinken said Russians are fed up with “corruption” and “autocracy” and added that Mr. Biden delivered a similar message in a phone call with Mr. Putin.

Good to hear, but the Administration sent a very different signal by embracing an unconditional five-year extension of the New Start nuclear arms treaty, which Mr. Putin made formal on Friday. The accord is a classic 20th century arms-control treaty that was inadequate when it came into force a decade ago.

New Start limits the number of deployed strategic nuclear warheads and bombs at 1,550. It also caps the deployment of intercontinental ballistic missiles, submarine-launched missiles and nuclear-equipped heavy bombers. The deal would have expired Feb. 5, but Mr. Biden took the longest extension possible.


This squanders useful diplomatic work by the Trump Administration. While Washington withdrew from the Intermediate-Range Nuclear Forces (INF) and Open Skies treaties, which Russia was violating, it tried to negotiate a shorter extension to New Start last year.


Talks began in earnest after Washington demonstrated that it wasn’t afraid of walking away from bad arms-control deals, including the Iran nuclear accord. The U.S.sought improved verification, provisions to address technological developments and a plan for future negotiations to include China. Both sides came close to signing an interim, one-year extension last year before talks were overtaken by the presidential election.

“The New Start treaty is in the national security interests of the United States,” White House press secretary Jen Psaki said recently. “This extension makes even more sense when the relationship with Russia is adversarial.” The opposite is true. Arms-control works best between trustworthy governments, not with adversaries like Russia willing to cheat.

Former Trump national security adviser John Bolton recently called for a six-month extension, which would have provided time to address issues like tactical nuclear weapons and hypersonic missiles. Victoria Nuland, Mr. Biden’s nominee for the third-highest State Department post, last year suggested a one- or two-year extension.

“Washington should not grant Moscow what it wants most,” she wrote, “a free rollover of New START without any negotiations to address Russia’s recent investments in short- and medium-range nuclear weapons systems and new conventional weapons.” Yet that’s exactly what Mr. Biden has granted.

This is an echo of the Obama Administration Russia policy of criticizing Mr. Putin while refusing to sell lethal arms to Ukraine. Mr. Blinken said the U.S. is reviewing how to respond to Mr. Navalny’s arrest and didn’t rule out more sanctions. After its needless unilateral concession on New Start, Mr. Putin won’t be impressed by critical words alone.

Secretary of State Antony Blinken on Monday announced the U.S. would rejoin the United Nations Human Rights Council, vowing to reform the body “so it can achieve its potential.” We suggest the White House aim for a more realistic goal—like attaining world peace or establishing a self-sustaining Martian colony.

The U.S. is joining the council as an observer immediately and will seek full membership when possible. It shouldn’t be hard to meet the organization’s expectations. Well over half of its members “fail to meet the minimal standards of a free democracy,” according to UN Watch.

Last fall Cuba, Russia and China were elected to the 47-seat body. Moscow won its seat after poisoning opposition leader Alexei Navalny, who has since been imprisoned on trumped-up charges. The Chinese Communist Party-sponsored genocide in Xinjiang wasn’t enough to stop its accession, though its margin of victory narrowed from previous years. Cuba’s long history of repression didn’t matter.


Like so many other U.N. institutions, the council also has a malign obsession with Israel. It has condemned the Jewish state some 90 times since its founding in 2006. No other country comes close. By UN Watch’s count, Syria and North Korea earned 13 and 35 condemnations. Russia and China? Zero.


Mr. Blinken at least acknowledged “that the Human Rights Council is a flawed body, in need of reform to its agenda, membership, and focus, including its disproportionate focus on Israel.” But these problems are endemic and predictable: Membership is based on a vote in the General Assembly, not on real standards of human dignity or freedom.

Knowing that Norway and North Korea get an equal say, George W. Bush didn’t bother seeking a seat. Then Barack Obama joined with no real results. After the Trump Administration’s attempts at reform failed, the U.S. withdrew.

Mr. Blinken argues “our withdrawal in June 2018 did nothing to encourage meaningful change, but instead created a vacuum of U.S. leadership, which countries with authoritarian agendas have used to their advantage.” This might be credible if countries like Cuba, China and Russia also weren’t members during the Obama years. Mr. Blinken doesn’t explain why this time is different.

A leading conceit of Joe Biden’s foreign policy is that the U.S. can reform international organizations—and make them live up to their ostensibly noble purposes—simply by showing up. History shows that America’s involvement condones the farce rather than ending it.

Perhaps this doesn’t qualify as a promise kept as no president that seeks reelection would make the promise to increase energy costs out loud, but it certainly speaks to a larger pattern of attacking hydrocarbon based fuels, unless an election is upcoming, at which time the oil reserve is dipped into to suppress gas prices.

Gas prices are currently going up. If that continues it’ll be interesting to see how Biden’s handlers use the reserve. My guess is that they will tap into it further to keep prices low … until after the election. They certainly can’t replenish it now as doing so would increase gas prices even more that at the current rate.

And hey, after the election it’s the perfect lose/lose situation: if Biden wins the next oil crisis with scant reserves at hand will be used as an argument to “decarbonize” or whatever. And if Biden loses … well then an empty reserve will be Trump’s problem.

Regarding the purpose it is intended for, they don't care.

They complain of private corporations having short term outlooks but that's exactly how they operate.

Recall they depleted and didn't replenish the strategic supply of N95 masks in the last crisis before covid. They don't care.

Never let a crisis go to waste, one of them accidentally said aloud.

On Point: As Israel Crushes Hamas, Aid Ukraine and Secure American Borders

Three invasions with extraordinary global impact and history-shaping consequences have occurred since January 2021 -- the month Joe Biden became America's president and his administration began directing U.S. foreign and federal domestic policy.

The invasions in reverse chronological order:

1. Hamas' October 2023 genocidal invasion of Israel. Hamas is committed to Israel's elimination, which means committing genocide.

2. Vladimir Putin-led Russia's February 2022 all-out conventional attack to seize Ukraine.

3. The illegal alien disruption and "political transformation" invasion that began in spring 2021 after Biden, by presidential directive, effectively ended U.S. border controls.

In late spring 2024, all three invasions are reaching near-simultaneous crises. Ukrainian defenders face ammunition, weapons and manpower shortages. Israel's war with Hamas terrorists has been a tactical and operational success, but strategically, Israel confronts political isolation and a multifront war with Iran and Iranian proxies. To Biden's dismay, America's unsecured borders have become the critical political issue in 2024's presidential election.

Money is a special kind of ammunition. It takes wealth to procure weapons, food, fuel, medicine and ammo, to recruit and train soldiers, to repair damaged infrastructure roads and hospitals. Money also funds the social safety net -- wars on poverty.

Budget authority has made the U.S. Congress a key financial and political battleground in all three wars. The rough sketch: Moderate Democrats and Republicans favor funding Israel's defense and providing solid international political support. Hard-left Democrats -- schooled on "progressive" academic Marxist social theory spiked with antisemitism -- oppose funding Israeli defense. Some oppose Israel's existence.

That's why Biden wavers on open support for Israel.

Israel has the power to destroy Hamas and end Hamas' genocidal threat. However, Iran, Hamas' master, is the real enemy. Iran seeks nuclear weapons and vows to eliminate Israel -- another genocidal threat.

A wider Middle Eastern war with Iran will involve U.S. forces. The administration and Congress must make it clear to Iran it supports Israel's right to exist with security, without threat of atrocity and genocide.

Sending that message means standing aside as Israel destroys Hamas.

Addressing the Ukraine and U.S. border invasions, however, should be separate issues. Republicans have watched the border deteriorate. The Republicans argue, sensibly, we need to defend our borders as well as Ukraine's.

So they tied funding Ukraine to securing U.S. domestic borders -- meaning they want the Biden administration to enforce the laws on the books. However, progressive Democrats, influential in the Biden administration, want to keep the illegals coming.

The next census is one reason. Blue states have lost people. Millions of illegals in blue states protect congressional districts. Self-serving politics is bad enough, but I think the hard leftists ultimately seek to destroy American social and political cohesion. They argue their agenda promotes social justice of some type, hence a transformation invasion assuring leftist political domination. What it does is make it easier for authoritarians like China and Russia to dominate the world.

The Republicans have a strong strategic case for border security and election integrity. The unsecured border isn't "the immigration problem" of the past. The unsecured border deleteriously affects multiple issues. The massive illegal alien wave the Biden administration encouraged undermines economic growth, distorts job creation and overwhelms state and local social welfare and anti-poverty "safety nets."

There are health and public safety dimensions. Limiting disease transmission -- human and animal diseases and plant pests -- is an obvious border security mission, but millions of illegal aliens have avoided health checks. The Biden administration shrugs.

Drug cartels use the illegal alien invasion to smuggle people and narcotics with ease. Failing to enforce border law is intimately tied to the "fentanyl drug epidemic" and a factor in the increase in violent crime.

Failing to enforce laws breeds disrespect and ultimately disdain for law and order.

Russia is gearing up for a summer offensive. Ukraine needs aid right now. There are several proposals that have bipartisan congressional support. House Speaker Mike Johnson (R-La.) recently suggested using an estimated $8 billion in seized Russian assets to fund more Ukraine aid. Don't want any longer, use it.

Kurt Volker, former State Department Special Representative for Ukraine, favors a new Ukraine lend-lease law. Congress passed one in May 2022, but lend-lease was never used -- arms were delivered free of charge. The law expired in 2023. Volker told an RBC-Ukraine reporter that a new lend-lease would make "hundreds of billions available to Ukraine to borrow at Ukraine's discretion." So do it.

As for the border? Efforts by Texas' state government demonstrates all Biden has to do is restore Trump administration border policy.

Or we wait for a national election to repudiate Biden's neglect and malfeasance.

Moment of Truth on Ukraine and Israel
Both countries urgently need U.S. aid to defend themselves against brazen adversaries that seek their annihilation.

Iran launched an unprecedented attack against Israel this weekend, with a barrage of missiles and drones. Around the same time, some 1,500 miles north, Russia continued its bombardment of Ukraine, which has intensified dramatically in the last month.

Both Ukraine and Israel defended themselves against these attacks, holding the line and protecting their citizens. And both did it with critical help from the U.S.

Now is not the time to abandon our friends. The House must pass urgent national-security legislation for Ukraine and Israel, as well as desperately needed humanitarian aid for Palestinians in Gaza.

In this third year of Russia’s war, Ukraine continues to defy the odds. Against a much larger military, the Ukrainians regained more than half the territory that Russia occupied after its 2022 invasion. They’ve struck the Russian navy time and again, winning important victories in the Black Sea. And they’ve developed innovative weapons, especially drones, to counter Russian forces. Theirs is a fighting force with the will and the skill to win.

Meanwhile, as we saw this weekend, Israel’s military has the technology and training to defend the country against even an attack of unprecedented scope and ferocity.

But while both countries can capably defend their own sovereignty, they depend on American assistance, including weaponry, to do it. And this is a pivotal moment.

Vladimir Putin is ramping up his onslaught with help from his friends. China is providing Russia with microelectronics and other equipment that is critical for defense production. Iran is sending hundreds of drones; North Korea is providing artillery and ballistic missiles. Ukraine, facing ammunition shortfalls, is losing hold of territory it had regained.

After years of backing Hezbollah, Hamas and other proxies in their attacks on Israel, including Hamas’s brutal attack on Oct. 7, Iran launched a direct attack of its own—hoping to penetrate Israel’s air defense, including David’s Sling and the Iron Dome, which saved countless lives this weekend.

Both Ukraine and Israel are under attack by brazen adversaries that seek their annihilation. Mr. Putin wants to subjugate the people of Ukraine and absorb their nation into a new Russian empire. The government of Iran wants to destroy Israel forever—wiping the world’s only Jewish state off the map.

America must never accept either outcome—not only because we stand up for our friends, but because our security is on the line, too.

If Russia triumphs, Mr. Putin’s forces will move closer than ever to our North Atlantic Treaty Organization allies. “An attack on one is an attack on all” means that if Mr. Putin invades a NATO ally, we will come to its aid—as our NATO allies did for us after the Sept. 11 attacks. We should surge support to Ukraine now, to stop Mr. Putin from encroaching on our NATO allies and ensure that he doesn’t draw U.S. troops into a future war in Europe.

Likewise, if Iran succeeds in significantly escalating its assault on Israel, the U.S. could be drawn in. Israel is our strongest partner in the Middle East; it’s unthinkable that we would stand by if its defenses were weakened and Iran was able to carry out the destruction it intended this weekend. We can make that outcome less likely by replenishing Israel’s air defenses and providing military aid now, so its defenses can remain fully stocked and ready.

If Congress passes military aid for Ukraine and Israel, we won’t write blank checks. We’d send military equipment from our own stockpiles, then use the money authorized by Congress to replenish those stockpiles—by buying from American suppliers. That includes Patriot missiles made in Arizona, Javelin missiles made in Alabama, and artillery shells made in Pennsylvania, Ohio and Texas. We’d be investing in America’s industrial base, buying American products made by American workers, supporting jobs in nearly 40 states, and strengthening our own national security. We’d help our friends while helping ourselves.

I’ve been clear about my concerns over the safety of civilians in Gaza amid the war with Hamas, but this aid package is focused on Israel’s long-term defensive needs to ensure it can maintain its military edge against Iran or any other adversary. Importantly, this bill has funding that will allow us to continue delivering urgent humanitarian aid for the people of Gaza as well as others who have felt the impact of conflicts around the world.

It’s a strong and sensible plan. It shouldn’t be held hostage any longer by a small group of extreme Republican House members.

Mr. Putin has tried relentlessly to break the will of the Ukrainian people. He has failed. Now he’s trying to break the will of the West. We cannot let him succeed.

There are moments in history that call for leadership and courage. This is one of them.

Mr. Biden is president of the United States.

Repub congresscritter asks Biden's Secratary of the Army about what benefits are derived by seeking race based quotas in the Army's ranks and what data she has supporing this decision. Curiously this piece makes no mention of the Army's current recruiting woes and hence doesn't explore if alienating the military's historically most willing to serve population has, perhaps maybe, anything to do with current recruitment issues:

1. Not paying attention at the beginning, I wondered who the author was.  Seeing the byline, President Joe Biden, I'm still wondering who wrote this.  Very well argued.

2. Listing our defense needs they conspicuously omitted the more immediate threat that is our southern border.

3. What we should do now depends on all the facts, capabilities and costs.

4. We don't want to be the world's policeman, but we don't want any of these 3 outcomes either, adding Taiwan to that list.

5. Knowing the author, why do we send money and arms to Israel while telling them not to defend themselves. A bit of a contradiction?

6. Ukraine has partly done well in this war against a far larger stronger invasion force, better than expected, but did he say they can win? Is that true?

7. Not mentioned in this article this election year, why did our adversaries all pick this particular timeframe to attack, conspicuously skipping over his predecessor's 4 years.  We have to shell out all this money but refuse to learn anything from it?
