IMHO this subject bears very careful scrutiny.  Certainly there are areas where coordination with our neighbors, Mexico and Canada, is to the benefit of all three of us.  The very real danger though is that there are forces in our government which seek to transcend the limitations of our Constitution (e.g. neutering gun rights via the UN) and our sovereignty (e.g. as the bureaucrats of the EU in Brussels seek to do throughout Europe-- e.g. trying to tell the Irish that they should raise taxes to the higher levels of elsewhere or imposing the unlimited entry of undesired groups of people.

A memo signed by Department of Homeland Security Secretary Michael Chertoff implements a controversial program condemned by critics as a precursor to a European Union-style partnership with Mexico and Canada.

The document shows the Security and Prosperity Partnership, or SPP, is being directed at the highest level of the Bush administration, says the public interest group Judicial Watch, which obtained it and other documents through a Freedom of Information Act request.

The Sept. 22, 2005, memo describes the agencies within the Department of Homeland Security responsible for executing the security agenda of the SPP.

Titled "Implementation Memorandum for the (SPP)," the document says the SPP "has, in addition to identifying a number of new action items, comprehensively rolled up most of our existing homeland security-related policy initiatives with Canada and Mexico, and ongoing action and reporting in the various U.S.-Canada and U.S.-Mexico working groups led by DHS should now be driven by a single agenda: the SPP."

"These new records prove the Security and Prosperity Partnership is being directed by officials at the very highest levels of the United States government," said Judicial Watch President Tom Fitton.

Fitton said Americans "should know that the SPP is a core policy initiative for many agencies in our government, including the Department of Homeland Security."

The records obtained by Judicial Watch also contain an information paper describing 10 "Prosperity Pillar Working Groups" and the organization of the "U.S.-Mexico Critical Infrastructure Protection Work Group."

Judicial Watch said that unlike previous records produced by other federal agencies, the DHS records are heavily redacted, blocking out names of the U.S., Mexican and Canadian government officials carrying out the partnership's agenda across all three countries.

The DHS also released a 10-page chart listing 36 "SPP Security High-Level Working Groups" that include the "Mexico-U.S. Repatriation Technical WG," the "Mexico-U.S. Intelligence and Information Sharing WG," and the "Canada-U.S. Cross Border Crime Forum."

In October, as WND reported, about 1,000 documents obtained in a FOIA request to the SPP showed bureaucrats from agencies throughout the Bush administration meeting regularly with their counterparts in the Canadian and Mexican governments to engage in a broad rewriting of U.S. administrative law and regulations.

WND first reported the SPP activity last summer, showing the Bush administration had launched extensive working-group activity to implement a trilateral agreement with Mexico and Canada.

The groups, working under the North American Free Trade Agreement office in the Department of Commerce, are to implement an agreement signed by President Bush, then-Mexican President Vicente Fox and then-Canadian Prime Minister Paul Martin in Waco, Texas, March 23, 2005.

The trilateral agreement, signed as a joint declaration not submitted to Congress for review, led to the creation of the SPP.

An SPP report to the heads of state of the U.S., Mexico and Canada, -- released June 27, 2005 -- lists some 20 different working groups spanning a wide variety of issues ranging from e-commerce, to aviation policy, to borders and immigration, involving the activity of multiple U.S. government agencies.

The working groups have produced a number of memorandums of understanding and trilateral declarations of agreement.

Bush's SPP power grab sets stage for military to manage flu threats

The Security and Prosperity Partnership of North America summit in Canada released a plan that established U.N. law along with regulations by the World Trade Organization and World Health Organization as supreme over U.S. law and set the stage for militarizing the management of continental health emergencies.

The "North American Plan for Avian & Pandemic Influenza" was finalized at the SPP summit last week in Montebello, Quebec.
At the same time, the U.S. Northern Command, or NORTHCOM, has created a webpage dedicated to avian flu and has been running exercises in preparation for the possible use of U.S. military forces in a continental domestic emergency involving avian flu or pandemic influenza.
With virtually no media attention, in 2005 President Bush shifted U.S. policy on avian flu and pandemic influenza, placing the country under international guidelines not specifically determined by domestic agencies.
The policy shift was formalized Sept. 14, 2005, when Bush announced a new International Partnership on Avian and Pandemic Influenza to a High-Level Plenary Meeting of the U.N. General Assembly, in New York.

The new International Partnership on Avian and Pandemic Influenza was designed to supersede an earlier November 2005 Homeland Security report that called for a U.S. national strategy that would be coordinated by the Departments of Homeland Security, Health and Agriculture.
The 2005 plan, operative until Bush announced the International Partnership on Avian and Pandemic Influenza, directed the State Department to work with the WHO and U.N., but it does not mention that international health controls are to be considered controlling over relevant U.S. statutes or authorities.
Under the International Partnership on Avian and Pandemic Influenza, Bush agreed the U.S. would work through the U.N. system influenza coordinator to develop a continental emergency response plan operating through authorities under the WTO, North American Free Trade Agreement and the U.N. Food and Agriculture Organization.
WND could find no evidence the Bush administration presented the Influenza Partnership plan to Congress for oversight or approval.
The SPP plan for avian and pandemic influenza announced at the Canadian summit last week embraces the international control principles Bush first announced to the U.N. in his 2005 International Partnership on Avian and Pandemic Influenza declaration.
The SPP plan gives primacy for avian and pandemic influenza management to plans developed by the WHO, WTO, U.N. and NAFTA directives – not decisions made by U.S. agencies.
The U.N.-WHO-WTO-NAFTA plan advanced by SPP features a prominent role for the U.N. system influenza coordinator as a central international director in the case of a North American avian flu or pandemic influenza outbreak.
In Sept. 2005, Dr. David Nabarro was appointed the first U.N. system influenza coordinator, a position which also places him as a senior policy adviser to the U.N. director-general.
Nabarro joined the WHO in 1999 and was appointed WHO executive director of sustainable development and health environments in July 2002.
In a Sept. 29, 2005, press conference at the U.N., Nabarro made clear that his job was to prepare for the H5N1 virus, known as the avian flu.
Nabarro fueled the global fear that an epidemic was virtually inevitable.
In response to a question about the 1918-1919 flu pandemic that killed approximately 40 million people worldwide, Nabarro commented, "I am certain there will be another pandemic sometime."
Nabarro stressed at the press conference that he saw as inevitable a worldwide pandemic influenza coming soon that would kill millions.
He quantified the deaths he expected as follows: "I'm not, at the moment at liberty to give you a prediction on numbers, but I just want to stress, that, let's say, the range of deaths could be anything from 5 to 150 million."
In a March 8, 2006, U.N. press conference that was reported on a State Department website, Nabarro predicted an outbreak of the H5N1 virus would "reach the Americas within the next six to 12 months."
On Feb. 1, 2006, NORTHCOM hosted representatives of more than 40 international, federal and state agencies for "an exercise designed to provoke discussion and determine what governmental actions, including military support, would be necessary in the event of an influenza pandemic in the United States."
NORTHCOM and other governmental websites document the growing role the Bush administration plans for the U.S. military to be involved in continental domestic emergencies involving health, including avian flu and pandemic influenza.
NORTHCOM participated in a nationwide Joint Chiefs of Staff-directed exercise – code-named Exercise Ardent Sentry 06 – to rehearse cooperation between Department of Defense and local, state and federal agencies, as well as the Canadian government.
A pandemic influenza crisis was one of the four scenarios gamed in Exercise Ardent Sentry 06, involving a scenario of a plague in Mexico reaching across the border into Arizona and New Mexico.
As has been customary in SPP documents and declarations, the Montebello, Canada, announcement of the North American Plan for Avian & Pandemic Influenza acknowledges in passing the sovereignty of the three nations.
The announcement says, "The Plan is not intended to replace existing arrangements or agreements. As such, each country's laws are to be respected and this Plan is to be subordinate and complementary to domestic response plans, existing arrangements and bilateral or multilateral agreements."
Still, the SPP plan argues the risk from avian and pandemic influenza was so great to North America that the leaders of the three nations were compelled "to work collectively and with all levels of government, the private sector and among-non-governmental organizations to combat avian and pandemic influenza."
Moreover, the SPP plan openly acknowledges, "The WHO's international guidance formed much of the basis for the three countries' planning for North American preparedness and response."
WND previously reported NORTHCOM has been established with a command center at Peterson Air Force Base, tasked with using the U.S. military in continental domestic emergency situations.
WND also has reported President Bush signed in May two documents, National Security Presidential Directive-51 and Homeland Security Presidential Directive-20, which give the office of the president extraordinary powers to declare national emergencies and to assume near-dictatorial powers. Following the Montebello summit last week, the SPP North American Plan for Avian & Pandemic Influenza was published on a made-over SPP homepage redesigned to feature agreements newly reached by trilateral bureaucratic working groups.

New security logo on the reverse of North Carolina's driver's licenses
The first "North American Union" driver's license, complete with a hologram of the North American continent on the reverse, has been created in the state of North Carolina.

"The North Carolina driver's license is 'North American Union' ready," charges William Gheen, who serves as president of Americans for Legal Immigration.
Gheen provided WND with a photo of an actual North Carolina license which clearly shows the hologram of the North American continent embedded on the reverse.
"The hologram looks exactly [like] the map of North America that is used as the background for the Security and Prosperity Partnership of North America logo on the SPP website," Gheen told WND. "I object to the loss of sovereignty that is proceeding under the agreements being made by these unelected government bureaucrats who think we should be North American instead of the United States of America."

"To protest, I don't plan on applying for a North Carolina driver's license," Gheen told WND, "even though I am a resident of the state. I don't see how a Division of Motor Vehicles authorized in a Department of Transportation of a state of the United States can force me to have a license place that is designed with a North American Union insignia printed on the backside."
"My decision not to get a North Carolina driver's license could have very difficult consequences for me," Gheen told WND. "Without a valid driver's license, I may not be able to drive a car, fly on an airplane, or enter a government building."
Gheen told WND he does not have a U.S. passport.

In 2005, WND reported North Carolina was the state where illegal immigrants go to get a driver's license, with busloads of aliens traveling south on I-95 to get an easy ID.
The Tar Heel State's requirements to obtain a license are weaker than those of many surrounding states.
Marge Howell, spokeswoman for the North Carolina DMV, affirmed to WND the state was embedding a hologram of North America on the back of its new driver's licenses.

"It's a security element that eventually will be on the back of every driver's license in North America," Howell told WND.
Howell explained the hologram of the North American continent was the creation of the American Association of Motor Vehicle Administrators, a tax-exempt, nonprofit organization that, according to the group's website, "develops model programs in motor vehicle administration, law enforcement and highway safety."

Founded in 1933, AAMVA represents state and provincial officials in the United States and Canada who administer and enforce motor vehicle laws. The government of Mexico is also a member, though the individual Mexican states have yet to join.

According to the group's website, AAMVA's programs are designed "to encourage uniformity and reciprocity among the states and provinces."
"The goal of the North American hologram," Howell explained, "is to get one common element that law enforcement throughout the continent can look at on all driver's licenses and tell that the driver's license is an official document."

Jason King, spokesman for AAMVA, affirmed the North American hologram was created by AAMVA's Uniform Identification Subcommittee, a working group of AAMVA members.
He explained the goal is to create a continental security device that could be used by state and provincial motor vehicles agencies throughout North America, including the United States, Canada and Mexico.
King referenced a document on the AAMVA website that describes guidelines for using the North America continent hologram as an Optical Variable Device (OVD) that AAMVA has now licensed with private manufacturers to produce.

AAMVA supplies member motor vehicle agencies with a quantity of North American continent hologram OVD foils to use on their driver's licenses and ID cards as needed.

As the guidelines document on the AAMVA explains, each North American continental hologram OVD foil is embedded with a unique set of control numbers that permit law enforcement electronic scanners to identify the exact jurisdiction and precise individual authorized to hold a driver's license or ID card with that particular OVD foil embedded.

"AAMVA understands its unique positioning and the continuing role identification security will play in helping the general public realize a safer North America," King explained to WND in an e-mail. "The association believes ID security will help increase national security, increase highway safety, reduce fraud and system abuse, increase efficiency and effectiveness, and achieve uniformity of processes and practices."
Jim Palmer, press director for ALIPAC, told WND that ALIPAC first became aware of the hologram when Missouri State Rep. Jim Guest held a seminar in North Carolina to protest the Real ID law.

"The surprise came at a meeting on the Real ID that Palmer held in Raleigh, North Carolina, on Saturday, July 28," Palmer told WND.

"When Rep. Guest asked participants to take out their driver's license and see what was on it," Palmer explained, "one gentleman was a state employee and on his license there was this hologram with the North American continent on the back. We were all surprised to see that on a North Carolina driver's license. Right there, that stopped the show."
Guest has formed a coalition called Legislators Against Real ID Act, or LARI.

"I was astonished when I saw that North American hologram on the North Carolina driver's license," Guest told WND. "I thought to myself that the state DMV has already included this North American symbol on the back of the driver's license without telling the people of North Carolina they were going to do this."

"I thought right then that this was going to be the prototype for the driver's license of the North American Union," Guest told WND.
"When we called the North Carolina DMV, they hedged at first," Guest said, "but finally they admitted that, yes, there was a North American continent hologram on the back of the license."
"This is part of a plan by bureaucrats and trade groups that act like bureaucrats to little by little transform us into a North American Union without any vote being taken and without explaining to the U.S. public what they are doing," Guest argued.

King explained AAMVA’s Uniform Identification Subcommittee created a number of task forces, including the Card Design Specification that developed the North America continent hologram OVD.

"The Task Group surveyed and met with many stakeholders during the development effort," King wrote to WND. "The Task Force gathered information from government and non-government users of the driver's License/ID card to determine their uses for the DL/ID card and how they believe the card should function. In addition, the Task Group surveyed and met with industry experts in the area of card production and security to gather their advice, especially about the physical security of the card."
King told WND the Task Group work was repeatedly reviewed by the UID Subcommittee as a whole, with final approval coming from the AAMVA Board.

In 2006, WND reported Pastor Rios Sanchez, 55, an illegal alien, was accused of killing three people, including two North Carolina State University students and a 26-year-old, while driving drunk.
"People who think the Real ID was created to keep illegal aliens from getting driver's licenses and IDs should come to North Carolina," Gheen told WND. "What the North Carolina DMV is doing is creating the basis for a continental driver's license."

"What difference does it make to North Carolina if an illegal alien gets a driver's license?" Gheen asked. "The photo on the license creates a close face scan that can be identified by face recognition technology, whether the DMV admits it or not."
"Illegal aliens who get driver's licenses are just being scanned in advance," Gheen concluded.
"Illegal aliens who get driver's licenses or IDs in North Carolina are just being prepared for their admission into the North America Union driver pool that North Carolina is at the vanguard of creating," Gheen said. "That is the truth, whether the North Carolina DMV or the AAMVA want to admit it or not."
King told WND North Carolina is the first AAMVA member jurisdiction to use the North America continent hologram on a driver's license or ID card.

Most of our readers probably wouldn't mind working for an outfit whose budget is slated to expand by 25% next year. But then again, most of our readers don't work for the United Nations.

Secretary General Ban Ki-moon's proposed "initial" budget for 2008-09 is $4.2 billion, a mere 15% increase over the Secretariat's current budget. Oops, make that $4.8 billion, which includes the "add ons" the Secretary General has already identified. But even that's not the final final figure. The U.N. budget is released piece by piece -- how convenient -- and the U.S. estimates that the full budget will end up being in excess of $5.2 billion, a 25% increase over the last two-year budget cycle of 2006-07.

Yes, the U.N. has a lot on its plate and the world is full of challenges. But Mr. Ban's proposed increases aren't going for humanitarian assistance in Darfur or development aid to Africa. Roughly 75% is for salaries and other staff costs -- in other words, toward boosting the size of the U.N. bureaucracy. Peacekeeping goes on a separate budget, which is anticipated to grow 40%, to $7 billion from $5 billion.

The U.S. is the largest donor to the U.N., paying roughly one-quarter of its budget. With the support of Japan, the second-largest donor, the U.S. is making the entirely reasonable demand that the U.N. set budget priorities. If it wants more money for X, it should be required to identify spending cuts for Y or Z.

Mr. Ban's proposed budget is the "largest increase in the history of the U.N.," said Ambassador Mark Wallace of the U.S. mission to the U.N. in a statement last week. For a body that still hasn't implemented many of the reforms proposed by Paul Volcker's Oil for Food report, this should be unacceptable to every major donor.

Like the Saudi royals, the House of Mubarak tries to keep both its Islamists and the West happy. It's not easy to have it both ways. Just ask Farouk Hosni.

Egypt's culture minister finds himself in a revealingly knotty predicament. In early May, responding to a question in Parliament from a member of the Muslim Brotherhood about cultural ties with Israel, he said: "I'd burn Israeli books myself if I found any in libraries in Egypt." The opposition MP, Mohsen Radi, was satisfied with the minister's response.

 
The statement was unremarkable in a country where media and politics are full of anti-Israel venom. But Mr. Hosni also happens to be a leading candidate for the top job at the U.N. Education Scientific and Cultural Organization, or Unesco. His remark drew an official protest from Israel, among others. Declining to comment on Mr. Hosni's observation, a spokeswoman for the Paris-based agency told the New York Sun, "Unesco does not condone book burning of any sort." That's good to know.

With a plum U.N. job slipping out of his reach, Mr. Hosni backtracked. He said the "book burning" remark was merely "a hyperbole -- a popular expression to prove something does not exist." The minister, who is close to President Hosni Mubarak and his wife and considered a liberal by local standards, went further the following day. He told Agence France-Presse that it is "a big mistake that Israeli books have not yet been translated (into Arabic). I have officially asked for it to be done. If people protest, I don't give a damn."

So, three decades after the Camp David accords, would Mr. Hosni support the opening of so far nonexistent cultural ties with Israel? What about a museum of Jewish antiquity and culture in Cairo? The Egyptian went into reverse again. Impossible, Mr. Hosni said, as long as "there are bloody attacks every day against the Palestinian people in the West Bank and Gaza strip."

This story has now been picked up in France, which backs Mr. Hosni's candidacy for the Unesco post, which comes open next year. The Paris daily Libération cited a Simon Wiesenthal Center report that the Egyptian minister had "personally" invited the "Islamo-Communist Holocaust denier" (in Libération's words) Roger Garaudy to appear on Egyptian television.

Back in damage-control mode, Mr. Hosni gave an interview to the Tel Aviv newspaper Yedioth Ahronoth last week, saying he "wouldn't be against going to Israel." He was in Paris this week to smooth things over. "This is a terrible polemic, but things will be clarified."

Meantime, in Cairo, the Muslim Brotherhood MP got wind of Mr. Hosni's comments abroad and demanded that he appear before Parliament to explain himself. The suggestion that Egypt's culture minister visit the Jewish state "was humiliating to the Egyptian people," said Mr. Radi.

The SPP is a White House-led initiative among the United States and the two nations it borders – Canada and Mexico – to increase security and to enhance prosperity among the three countries through greater cooperation. The SPP is based on the principle that our prosperity is dependent on our security and recognizes that our three great nations share a belief in freedom, economic opportunity, and strong democratic institutions. The SPP outlines a comprehensive agenda for cooperation among our three countries while respecting the sovereignty and unique cultural heritage of each nation. The SPP provides a vehicle by which the United States, Canada, and Mexico can identify and resolve unnecessary obstacles to trade and it provides a means to improve our response to emergencies and increase security, thus benefiting and protecting Americans.

The SPP is meant to:

Coordinate our security efforts to better protect U.S. citizens from terrorist threats and transnational crime and promote the safe and efficient movement of legitimate people and goods;
Expand economic opportunity for all our people by making our businesses more competitive in the global marketplace, cutting red tape, and providing consumers with safe, less expensive, and innovative products; and
Enhance our common efforts to combat infectious diseases, develop responses to man-made or natural disasters to enhance our citizens’ quality of life, protect our people and our environment, and improve consumer safety.
The SPP benefits the American people in many ways, and much progress has already been made.  For example (see www.spp.gov for more information):

To save lives, prevent injuries, and make consumer goods safer, the United States, Canada and Mexico signed separate agreements for advance notifications when consumer goods violate one country's safety standards or pose a danger to consumers.
To strengthen border security, Mexican and U.S. agencies are exchanging information and establishing protocols to detect fraud and smuggling, and address border violence.
To speed up response times when managing infectious disease outbreaks, the United States and Canada signed an agreement to enable simultaneous exchange of information between virtual national laboratory networks.
To speed cargo shipping, the three countries are developing uniform in-advance electronic exchange of cargo manifest data for maritime, railroad and motor carriers.
To develop a coordinated strategy aimed at combating counterfeiting and piracy, a task force of senior officials from the three North American countries has been established
To reduce the cost of trade, the United States and Canada decreased transit times at the Detroit/Windsor gateway, our largest border crossing point, by 50 percent.
To reduce market distortions, facilitate trade, and promote overall competitiveness, the North American Steel Trade Committee developed a new strategy that focuses on improving innovation and market development.

Myth vs. Fact

Myth: The SPP was an agreement signed by Presidents Bush and his Mexican and Canadian counterparts in Waco, TX, on March 23, 2005.

Fact: The SPP is a dialogue to increase security and enhance prosperity among the three countries.  The SPP is not an agreement nor is it a treaty.  In fact, no agreement was ever signed.

Myth: The SPP is a movement to merge the United States, Mexico, and Canada into a North American Union and establish a common currency.

Fact: The cooperative efforts under the SPP, which can be found in detail at www.spp.gov, seek to make the United States, Canada and Mexico open to legitimate trade and closed to terrorism and crime.  It does not change our courts or legislative processes and respects the sovereignty of the United States, Mexico, and Canada.  The SPP in no way, shape or form considers the creation of a European Union-like structure or a common currency.   The SPP does not attempt to modify our sovereignty or currency or change the American system of government designed by our Founding Fathers.

Myth: The SPP is being undertaken without the knowledge of the U.S. Congress.

Fact: U.S. agencies involved with SPP regularly update and consult with members of Congress on our efforts and plans.

Myth: The SPP infringes on the sovereignty of the United States.

Fact: The SPP respects and leaves the unique cultural and legal framework of each of the three countries intact.  Nothing in the SPP undermines the U.S. Constitution. In no way does the SPP infringe upon the sovereignty of the United States.

Myth: The SPP is illegal and violates the Constitution.

Fact: The SPP is legal and in no way violates the Constitution or affects the legal authorities of the participating executive agencies.  Indeed, the SPP is an opportunity for the governments of the United States, Canada, and Mexico to discuss common goals and identify ways to enhance each nation’s security and prosperity.  If an action is identified, U.S. federal agencies can only operate within U.S. law to address these issues.  The Departments of Commerce and Homeland Security coordinate the efforts of the agencies responsible for the various initiatives under the prosperity and security pillars of the SPP.  If an agency were to decide a regulatory change is desirable through the cooperative efforts of SPP, that agency is required to conform to all existing U.S. laws and administrative procedures, including an opportunity to comment.

Myth: The U.S section of the SPP is headed by the Department of Commerce.

Fact: The SPP is a White House-driven initiative. In the United States, the Department of Commerce coordinates the ‘Prosperity’ component, while the Department of Homeland Security coordinates the ‘Security’ component. The Department of State ensures the two components are coordinated and are consistent with U.S. foreign policy.

Myth: The U.S. Government, working though the SPP, has a secret plan to build a "NAFTA Super Highway."

Fact: The U.S. government is not planning a NAFTA Super Highway.  The U.S. government does not have the authority to designate any highway as a NAFTA Super Highway, nor has it sought such authority, nor is it planning to seek such authority. There are private and state level interests planning highway projects which they themselves describe as "NAFTA Corridors," but these are not Federally-driven initiatives, and they are not a part of the SPP.

Myth: The U.S. Government, through the Department of Transportation, is funding secretive highway projects to become part of a “NAFTA Super Highway”.

Fact: Many States in the American Midwest are proposing or undertaking highway projects to improve or build roads as Federal-aid and State or private sector revenue becomes available. All projects involving Federal-aid funds or approvals are subject to normal Federal-aid requirements, such as review under the National Environmental Policy Act (NEPA), including public involvement.  This public involvement, the common thread among all these activities, makes them anything but “secret.”  In addition, Congress directs Department of Transportation funding for specific highway projects.

The Federal Highway Administration (FHWA) will continue to cooperate with the State transportation departments as they build and upgrade highways to meet the needs of the 21st century.  Rather than evidence of a secret plan to create a NAFTA Super Highway that would undermine our national sovereignty, the FHWA’s efforts are a routine part of cooperation with all the State transportation departments to improve the Nation’s highways.

Myth: U.S. Government officials sponsored a secret SPP planning meeting in Banff, Alberta in September 2006.

Fact: The U.S. Government did not sponsor the meeting in Banff.  The North American Forum, a private initiative that is separate from the U.S. Government, hosted the September 12-14, 2006 conference “Continental Prosperity in the New Security Environment.”  Academics, businesspersons, private citizens, and government officials from the U.S., Mexican, and Canadian governments attended the conference.  The North American Forum is not a product of the SPP.

Myth: The SPP will cost U.S. taxpayers money.

Fact: The SPP is being implemented with existing budget resources.  Over the long-term, it will save U.S. taxpayers money by cutting through costly red tape and reducing redundant paperwork.  This initiative will benefit the taxpayers through economic gain and increased security, thereby enhancing the competitiveness and quality of life in our countries.

Myth: The working groups and SPP documents are a secret and not available to the public.

Fact: The SPP’s initiatives and milestones with timelines can be found by clicking the Report to Leaders link at www.spp.gov.  The Web site contains a section to enable interested persons to provide input directly to the various working groups.

Myth: The SPP seeks to lower U.S. standards through a regulatory cooperation framework.

Fact: The framework will support and enhance cooperation and encourage the compatibility of regulations among the three partners while maintaining high standards of health and safety. Any regulatory changes will require agencies to conform to all U.S. administrative procedures, including an opportunity to comment. Enhanced cooperation in this area will provide consumers with more affordable, safer, and more diversified and innovative products.

Myth: The SPP is meant to deal with immigration reform and trade disputes.

Fact: Immigration reform is a legislative matter currently being debated in Congress and is not being dealt with in the SPP.  Likewise, trade disputes between the United States, Canada, and Mexico are resolved in the NAFTA and WTO mechanisms and not the SPP.

Myth: The SPP will result in the loss of American jobs.

Fact: The SPP seeks to create jobs by reducing transaction costs and unnecessary burdens for U.S. companies, which will bolster the competitiveness of our firms globally.  These efforts will help U.S. manufacturers, spur job creation, and benefit consumers.

Myth: The SPP will harm our quality of life.

Fact: The SPP improves the safety and well-being of Americans.  It builds on efforts to protect our environment, improves our ability to combat infectious diseases, such as avian influenza, and ensures our food supply is safe through the exchange of information and cooperation ─ improving the quality of life for U.S. citizens.  Americans enjoy world class living standards because we are engaged with the world.

Myth: The SPP creates a NAFTA-plus legal status between the three countries.

Fact: The SPP does not seek to rewrite or renegotiate NAFTA.  It creates no NAFTA-plus legal status.

North American Union

Claim:   The leaders of Canada, the United States, and Mexico agreed in 2005 to subsume their countries into a greater "North American Union" by the year 2010.

I've heard rumors going around recently that President Bush, Mexican President Fox, and Canadian Prime Minister Martin met in Waco, TX in 2005 and agreed to create a North American Union (NAU). In this plan it was (supposedly) outlined that by 2010 the borders between the three countries would be dissolved and there would only be a common border surrounding the former countries. Further, the plan called for a purposeful reduction in the value of the dollar to help facilitate the creation of a new currency (the Amero) common to the NAU. Also part of the plan is for the US to give up its sovereignty.

Origins:   In March 2005, the leaders of the United States, Canada, and Mexico (President George W. Bush, Prime Minister Paul Martin, and President Vicente Fox, respectively) met in Texas to
discuss plans for increased cooperation between their three countries in areas of common interest, such as border security, protection against terrorist threats, improved trade relations, competitiveness in the global marketplace, the combating of infectious diseases, and disaster response.

Contrary to the rumor expressed in the example quoted above, the three men did not sign any treaty or agreement to subsume the sovereignty of their countries to a greater entity called the North American Union (NAU), eliminate their common borders, or create a common currency (akin to the Euro) to replace their nations' currencies. What the leaders agreed to was the creation of the Security and Prosperity Partnership of North America (SPP), a "dialogue to increase security and enhance prosperity among the three countries." The SPP is not itself an agreement or a treaty, it is not a movement to merge the United States, Mexico, and Canada into a North American Union or to establish a common currency, nor does it seek to alter or subsume the sovereignty of those three countries.

The notion that the establishment of a North American Union (along with the dissolving of national borders and the creation of a common currency) is set to take place in 2010 stems from proposals such as Building a North American Community (a publication of the Council on Foreign Relations in association with the Canadian Council of Chief Executives and the Consejo Mexicano de Asuntos Internacionales) which advocate more aggressive plans for North American cooperation, such as the "establishment by 2010 of a North American economic and security community, the boundaries of which would be defined by a common external tariff and an outer security perimeter." However, such proposals are merely analyses and recommendations developed by independent "think tanks"; they are not treaties, legislation, or official blueprints for future governmental actions.

None of this is to say that the three North American countries might not someday decide to form closer ties along the lines of the European Union, perhaps with a common currency and more fluid borders. But there is currently no official governmental plan underway to make all that happen by 2010.
